Leonel Alberto Alves has a degree in Law from the Faculty of Law of the University of Lisbon. While he was in Portugal, he also simultaneously participated in a law internship (18 months) in the regions of Lisbon and Setúbal, having specialised in banking in general, remaining enrolled in the Portuguese Bar Association.
Returning to Macao in 1982, he continued his law practice and lectured on various topics, particularly civil law (real estate) and commercial law (banking), being also a private notary in Macao since 1991.
In addition to his professional activity as a lawyer and private notary, Leonel Alberto Alves was a Member of the Legislative Assembly from 1984 to 2017, elected first secretary of the Bureau of the Legislative Assembly (1996 to 2009) and, prior to the establishment of the Macao Special Administrative Region (MSAR), he was also part of the Macao Judiciary Council. During the transitional period, he participated in the work of the MSAR Basic Law Advisory Council, where he served as Vice-President and was appointed a member of the Preparatory Commission for the formation of the First Government of the MSAR. He is currently a member of the Chinese People's National Consultative Conference (in his third term) and of the MSAR Executive Council (since 2005). He is chairman of the Supervisory Committee of the Monetary Authority of Macao and of the Disciplinary Committee of the Macao Security Forces.
In the social sphere, he was recently a member of the Advisory Council for Medical Affairs, where he served three terms, and he is chairman of the General Assembly of the Holy House of Mercy of Macao.
He was previously awarded by the Chief Executive of MSAR for professional merit.
