Leonel Alberto Alves holds a Law degree from the Faculty of Law of the University of Lisbon. While in Portugal, he completed an 18-month legal internship in the districts of Lisbon and Setúbal, specializing in banking activities, and remains registered with the Portuguese Bar Association.

He returned to Macau in 1982, where he has been continuously practicing law and delivering lectures on various topics, particularly in civil law (real estate) and commercial law (banking). He has also been a private notary in Macau since 1991.

In addition to his professional activities as a lawyer and private notary, Leonel Alberto Alves served as a member of the Legislative Assembly from 1984 to 2017. He was elected First Secretary of the Legislative Assembly (1996 to 2009) and, before the establishment of the Macau Special Administrative Region (SAR), was also part of the Macau Judicial Council. During the transitional period, he participated in the work of the Basic Law Consultative Council of the Macau SAR, where he served as Vice-President, and was appointed as a member of the Preparatory Committee for the formation of the First Government of the Macau SAR. He is currently a member of the Chinese People's National Consultative Conference (now in his third term) and a member of the Executive Council of the Macau SAR (since 2005). He is also Chairman of the Supervisory Committee of the Monetary Authority of Macau and of the Disciplinary Committee of the Macau Security Forces.

On a social level, he recently completed three terms as a member of the Medical Affairs Consultative Council and serves as President of the General Assembly of the Macau Holy House of Mercy (Santa Casa da Misericórdia de Macau). He has been awarded several honors by the Chief Executive of the Macau SAR, including the Medal of Professional Merit, the Silver Lotus Medal of Honour, and the Golden Lotus Medal of Honour.
