Guilherme Posser da Costa is founding and managing partner of Posser da Costa & Associados (De Juris) since 1991. He provides legal advice to both domestic and foreign companies in their investment projects in São Tomé and Príncipe, as well as to financial groups on offshore banking projects. He has also provided legal advice to IFAD (International Fund for Agricultural Development of the United Nations) in various matters and to the Government of São Tomé and Príncipe in the elaboration of the Great Plan Options, the Industrial Activities Framework Law and the Legal Regime for the Licensing of Industrial Activities, the Tourism Fund Law and the General Labour Law. He also has extensive experience in tax law and international arbitration matters and in the preparation of files “d´appel d´offres” for foreign companies participating in public tenders in São Tomé and Príncipe, having set up several foreign and mixed capital companies. He has participated, with professors from Columbia University - New York, in the elaboration of the Petroleum Resources Management Law and in the delimitation of maritime boundaries with Nigeria and Gabon. He has a degree in Law from the Faculty of Law of the University of Coimbra (1978). He is a former Ambassador of São Tomé and Príncipe to the European Union, Kingdom of Belgium, France, Germany and the Netherlands from 1986 to 1987, Member of the National Parliament from 1990/1993, 1996/1999 and 2001/2005 and Legal Adviser to the Ministry of Fisheries from 1982 to 1985. He is fluent in Portuguese, English and Spanish.
