Teresa Pala Schwalbach analyzes extraordinary taxes affecting the energy and banking industries

SÉRVULO partner and co-head of the Tax Law department, Teresa Pala Schwalbach, discussed the continuation of extraordinary contributions in 2025 during an interview with Negócios.
The extraordinary contributions targeting sectors such as energy and banking will remain in force next year. Approved in detail this Tuesday, many of these contributions have been in effect for over a decade. Since 2014, those affecting the energy sector have generated more than 1 billion euros for the State, while those targeting the banking sector have brought in over 2.5 billion euros since 2011. This raises the question: should these contributions still be considered “extraordinary”?
Teresa Pala Schwalbach argues that “given the number of years these contributions have lasted, they have clearly exceeded their intended lifespan.” She notes that many extraordinary contributions “have remained in force far beyond the reasons that originally justified their creation ab initio, whether for budgetary, financial, or political reasons.”
According to Teresa Pala Schwalbach, it is crucial to define the future of these contributions, as “at the very least, from the taxpayers’ perspective, this could lead to a better understanding of their purpose.”
