Pedro Fernández Sánchez inaugurates the Public Contracts series of the “Cadernos Sérvulo” Collection

The first issue of the Public Contracts series of the “Cadernos Sérvulo” Collection is a paper by Pedro Fernández Sánchez, and it analyses the use of autonomous ground for exclusion of proposals provided for in Line f) of Paragraph 2 of Article 70 of the Portuguese Public Contracts Code as an alternative means of protection of the contracting authority against abnormally low-cost tenders.

With the collection “Cadernos Sérvulo” the firm’s Public Law department aims to make available online to its clients, collaborators and the wider legal community, important research that has not previously been published and which has been developed through the department’s practice.

This collection reflects SÉRVULO’s added value as a centre of knowledge, where academic theory is tested daily through application to concrete legal mandates, thereby contributing to the innovation of law. The papers in this collection are available at www.servulo.com, and they are based on work done by SÉRVULO lawyers on specific cases, and, without breach of confidentiality or conflict with pending cases, they combine scientific research with practical relevance.

The collection is divided into five areas of specialization: Public Law, Public Contracts, Administrative Litigation and Arbitration, Urbanism and Environment and Energy Law.

The article that inaugurated the collection was the first issue of the Public Law series, and, authored by Professor Sérvulo Correia, it dealt with the Constitutional Law of the territorial collectivities in Portugal.
