Ana Luísa Guimarães, a partner in SÉRVULO’s Public Law department, has written an opinion article about 3 December 2019, a critical date for the transport sector. As she states, if nothing is done before then road transport services may be interrupted and operators may lose their licences. Transport authorities started the tender procedure for the public service contract early enough for the new concessionaire to be operating by 3 December 2019, and, so, they do not to worry about these lines, unless, as she said, a judicial challenge paralyses the tender and the contract. “But few will achieve this goal,” she concludes.
