Sérvulo sponsors II Post-Graduation Course on Update to Waste Law

SÉRVULO is once again associated with the Institute of Political Legal Sciences (ICJP - Instituto de Ciências Jurídico-Políticas), of the Faculty of Law of the University of Lisbon, as one of the sponsors of the II Post-Graduation Course on the Update to the Waste Law, in a similar vein to what has been done with first edition of the Post-Graduation Course on Water Law, since 2012. The course starts on May 5 and ends on July 7 with a closing conference, for which the programme will be announced in due course.
Mark Kirkby and Ana Luísa Guimarães, SÉRVULO partner and associate, respectively, are once again two of the four coordinators of the course, which presents a diversified programme separated into three main themes.
The first module, on the technical, institutional and regulatory frameworks of the waste sector, is divided into 11 sessions, and it includes the participation of SÉRVULO partner Miguel Gorjão-Henriques, who will be talking about framing the waste sector in an EU Law context, while Ana Luísa Guimarães will present a session on concessions in the waste sector. This first module of the course will deal with the regulation and business organisation of the waste sector in Portugal and the EU, covering the fundamental principles of Waste Law.
The second module, on the planning, prevention and management of waste, is also composed of 11 sessions, and it mainly deals with the issues surrounding waste management operations. This module ends with a session led by Mark Kirkby, on environmental adaptation contracts in the waste sector.
The last module deals with fare systems and the economic-financial regime pertaining to waste This module is composed of six sessions and it includes, amongst others, the following themes: the operational programme for sustainability and efficiency in the use of resources and in the waste sector (POSEUR - Programa Operacional da Sustentabilidade e Eficiência no Uso de Recursos e o setor dos resíduos), the implementation of the reform of the green tax in the waste sector, and the polluter-payer principle in the PAYT - Pay-As-You-Throw system.
