Opening of the period for expression of interest in participating in the offshore wind auction

With the publication of Announcement no. 220-A/2023, the Directorate-General for Energy and Geology (DGEG) has opened the period for expression of interest, within 10 business days, in participating in a competitive procedure for the development of offshore wind power plants.
The object of this procedure is aimed to award injection capacity reservation titles in the Public Service Electricity Grid (RESP) for electricity for wind power plants located at sea and, on the other hand, titles for the private use of national maritime space (TUPEM). In geographical perspective, the procedure will refer to the areas defined in the draft “Allocation Plan for Offshore Renewable Energies” (currently under public consultation on Portal ConsultaLEX or Portal Participa): Viana do Castelo (Norte e Sul), Leixões, Figueira da Foz, Ericeira e Sines.
The public policy objectives set for the first competitive procedure may already indicate some criteria for selecting proposals, such as meeting the targets set in the PNEC, promoting the protection and restoration of biodiversity and marine ecosystems, the sharing of benefits with local communities or the maximum coexistence of uses or activities in the national maritime space.
Interested parties should formalize their expression of interest by submitting a document, which should contain the elements listed in Annex I of the above-mentioned announcement (namely, a track record in developing renewable energy projects or experience in operating and maintaining renewable energy plants, onshore or offshore) and be sent by e-mail to the following address offshore@dgeg.gov.pt. In this case, interested parties will be invited to participate in a dialogue phase with a view to discussing options regarding pre-qualification and bidding models.
Finally, interested parties who do not formalize their expression of interest are not, under the terms of this announcement, excluded from participating in the future auction.
